Amsterdam – Circular Westas

Companies, governments and institutions are working together in the Westas with the goal of strengthening circular activity and the transition to a circular economy. The (future) businesses in this area are needed for the circular economy to succeed.

The partners in this cooperation are the municipality of Amsterdam, the harbor of Amsterdam, the municipality of Haarlemmermeer, Schiphol Airport, the province of Noord-Holland and SADC. These partners declared their shared ambition in the Westas Manifest. This manifest is transformed into a Roadmap that presents initiatives to build the circular economy in the Westas. The roadmap builds along four roads of transition:

  • Raw materials
  • Energy
  • Logistics
  • Information


The Westas program works on several issues:

  • To speed up the process of making construction materials that are used in the region commodity neutral
  • Creating value for the available biomass
  • To speed up the process of creating a heat and CO2 network for floriculture  and local production
  • Optimization of logistic flows in and out of the hubs and the city
  • Positioning the region as nr.2 data center cluster in Europe while at the same time being the most sustainable cluster
  • Creating a space/economic vision for the area that integrates the 4 hubs: harbor, Schiphol, Greenport and Digital Gateway
  • Create circular workplaces on and around the Westas
